While Zelda wouldn't be able to make a VPN server per se, she could definitely work it so that the lines are encrypted enough that no trace could be found of who the original IDs in the conversation are. Could even create temporary false IDS to spoof with.
There also wouldn't be too much repercussion on trying to encrypt the data if only because unlike modern networks, the shellphone network is... Well it's a giant mystery and no one knows what Toni Spark did when he made the network— So things like tracing "IPs" or looking into data information about users on the network isn't really there. They can really only look at the text/forum posts.
Repercussions on making that very legal potion making venture will definitely be around should they manage to find out who and where it's being operated, of course. That can be with attempts to arrest or, if they can't figure out it's Zelda, flat out making a bounty on the "anonymous" group.
